UCAZ Committees

Organisational Structure

The Association accomplishes is objectives through the following organs:

The Annual General Meeting which is the supreme organ of the Association, sets out policy and elects the President and the 1st and Second Vice Presidents of the Association

The Executive Committee, which is responsible for the implementation of policy. Each local authority is represented by the mayor or the chairperson on this Committee which meets quarterly

The Presidential Committee, which comprises the President, the two Vice Presidents, the Immediate Past President, a Committee Member representing town councils and local boards, a Committee Members who chairs the Women in Local Government Forum and the Secretary General.

The Secretariat, headed by the Secretary General, it is the service arm of the Association. It is presently made up of a Secretary General, Secretary to the Secretary General, Programme Officer, Finance Manager, Administration Officer, Editor/Public Relations Officer, Receptionist and a Messenger

Subcommittees and Officers’ For a
The Association has five subcommittees, namely: Management, Manpower and Legal Services; Finance; Health Services; Housing and Community Services and Technical Services. Eight officers’ fora have been established for Town Clerks, Chamber Secretaries, Directors of Finance, Directors of Health, Directors of Housing and Community Services, Town Engineers and Women in Local Government.

THE PRESIDENTIAL COMMITTEE OF UCAZ
Councillor (Clr) Bernard G. Manyenyeni is the President of UCAZ. He was elected to the post on 5 November 2015. Clr Manyenyeni is the Mayor of the City of Harare, Zimbabwe’s capital city. He was elected councillor for Ward 17 in Harare in the June 2013 harmonised eletions.

Clr Bernard Manyenyeni

Is the President of UCAZ. He was elected in November 2015. Mayor Manyenyeni is the Mayor of Harare Metropolitan, Zimbabwe’s capital city. He was elected councillor for Ward 7 in Harare in the June 2013 harmonised elections. He was elected Mayor of Harare after the harmonised elections..

Clr Tsungai Makore

Is the First Vice President of UCAZ. He was elected  on 5 November 2015. Clr Makore is the Chairperson of the Shurugwi Town Council situated in the Midlands Province. He was elected councillor for Ward 8 in Shurugwi in the June 2013 harmonised elections. He was elected Chairperson of Shrugwi Town Council after the harmonised elections.

Clr Hubert Fidze

Is the First 2nd Vice President of UCAZ. He was elected on 5 November 2015. Clr Fidze is the Mayor of the City of Masvingo, the capital of Masvingo Province. The City of Masvingo is situated 290km south of Harare along the Harare –  Beitbridge highway. Mayor Fidze was elected councillor for Ward 6 in Masvingo in the June 2013 harmonised elections. He was elected Mayor of Masvingo after the harmonised elections.

Clr Freddy Kapuya

Is the Second Vice President of UCAZ. He was elected on 5 November 2015. Clr Kapuya is the Mayor of Redcliff Municipality, situated 225km Southwest of Harare in the Midlands Province along the Harare – Bulawayo highway. He was elected councillor for Ward 9 in Redcliff in the June 2013 harmonised elections. He was elected Mayor of Redcliff after the harmonised elections.

Clr Esther Senga

Is a Committee Member of the Presidential Committee of UCAZ. He is the Mayor of the Women in Local Government Forum (WLGF). The UCAZ constitution provides for the WLGF Chairperson to be a member of the Presidential Committee.  Clr Senga was elected councillor for Ward 3 in Gokwe Town Council in the June 2013 harmonised elections. She was elected Chairperson of Gokwe Town Council after the elections. Gokwe is situated in the Midlands Province, some 294km north-west of Harare.

Clr Tracy Ndoro

Is a Committee Member of the Presidential Committee of UCAZ. She was elected on 5 November 2015. Clr Ndoro is the Mayor of Kariba Municipality, situated 363km north of Harare in Mashonaland West Province and near the boarder with Zambia. She was elected councillor for Ward 4 in Kariba in the June 2013 harmonised elections. She was elected Mayor of Kariba after the harmonised elections.

Clr Muchineripi Chinyanganya

Is a Committee Member of the Presidential Committee of UCAZ. He was elected on November 2015. Clr Chinyanganya is the Mayor of the City of Kadoma situated 140km west of Harare in Mashonaland West Province. He was elected councillor for Ward 10 in Kadoma in the June 2013 harmonised elections. He was elected Mayor the same year.

Mr George Makunde

Is an Ex-Officio Member of the Presidential Committee of UCAZ by virtue of him being the Chairperson of the Town Clerks Forum of UCAZ. Mr Makunde is the town Clerk of Chitungwiza Municipality, situated 25km south-east of Harare. He became a member of the Presidential Committee in May 2012.

Mr Shangwa Mavesera

Is an Ex-Officio Member of the Presidential Committee of UCAZ by virtue of him being the Secretary of the Town Clerks Forum of UCAZ. Mr Mavesera is the town Clerk of Bindura Municipality, situated 87km north of Harare. He became a member of the Presidential Committee in May 2012.

Mr Livison Mutekede

As the Secretary General of UCAZ, he is an Ex-Officio Member of the Presidential Committee by virtue of him being the Secretary General of UCAZ. He was appointed Secretary General in January 2016.
